Eligibility & Scholarship Award Requirements

 A student whose parents’ or guardians’ joint gross annual income does not exceed $10,000 is eligible to apply for a Scholarship to pursue approved tertiary training programme

The student must also meet the relevant academic criteria as specified:

(1) To qualify for an award, applicants for undergraduate programme are expected to have passed the Foundation Course at the USP or Fiji Seventh Form examination or equivalent qualification.

(2) Applicants for FIT courses should meet the prescribed entry requirements. Applicants sitting for FSLC and Fiji Form 7 examinations are also eligible to apply.

(3) Applicants should make necessary arrangements for placements at the institution of their choice. Scholarship awards are subject to subsequent confirmation of the placements.

(4) Applications must be completed in every respect and must reach the Multi-Ethnic Affairs office by the closing date advertised.

(5) Applicant must not hold another Government Scholarship.

Advertisements & Application Forms

Application forms release dates are advertised in the newspapers around June/July each year. Application forms can be obtained from the office of District Officers (DO’s)/Provincial Administrators, Rural Advisory Assistants at the Divisional Commissioners’ Offices, all Education Offices and the Multi Ethnic Head Office, Prouds Building, 11 Renwick Road, Suva.

The applicant should fully complete the application form and get it certified by the respective area Advisory Councilor (or Social Welfare Officer for Welfare allowance recipients) and the District Officer.

Institutions / Approved Programme

The following Institutions are currently covered under this Scholarship Scheme. Other institutions are being reviewed and interested students can indicate their choice in the application, along with the approved list.

(A) University of the South Pacific (USP)

(B) Fiji Institute of Technology (FIT)

(C) Fiji School of Medicine (FSM)

(D) Fiji College of Agriculture (FCA)

(E) Corpus Christi Teachers College (CCTC)

Selection

The Ministry’s Scholarship Committee appointed by the Minister for Multi Ethnic Affairs short-lists applicants and holds interviews then finalizes selection of the awards after results of external examinations are released. Selections are normally done before enrolments begin early each year.

Conditions of Award

(1) A Scholarship recipient shall not enjoy more than one (1) scholarship award.

(2) Any form of misrepresentation and non-disclosure is a ground for termination of award.

(3) A Scholarship is terminated on poor performance on grounds of infringement of institution codes of conduct and/or regulations.

(4) Scholarship recipients who are discovered to have made false declaration are liable for prosecution.

(5) Students whose scholarship are terminated due to reasons other than poor performance in academics, should refund all the money that has been spent on his/her studies as per Bond.

(6) There shall be 14 days notice of termination of award at which time the recipient can make an appeal.

(7) The Ministry/Department of Multi-Ethnic Affairs reserves the right to extend or terminate awards.

(8) Awards will be terminated if a student:

  • Abandons sponsored studies without the prior approval of the CEO for Ministry of Multi Ethnic Affairs and National Reconciliation and Unity.
  • Is suspended from the Institution for any reason including disciplinary action by the institution.
  • Change course of studies without the prior approval of the CEO for Ministry of Multi Ethnic Affairs and National Reconciliation and Unity.
  • The cost of completing any failed units to enable a student to graduate will have to be borne by the students themselves.

Review of Award

The Scholarships will be reviewed at the end of each Semester and will be terminated if the student is suspended from studies by the institution due to poor academic performance, or if students fail to achieve the following minimum performance requirements:-

I   USP:    pass no less than 6 out of 8 courses taken in the first year (New Students) and                  at least 4 out of 6 courses in the second and third year.

II  FIT/FCA/CCTC:  pass no less than 75% of the Units taken in any Semester.

Fees and Allowances

The Department of Multi Ethnic Affairs shall meet payment of:

  1. Tuition Fees
  2. Book Allowance
  3. Students Association Fees
  4. Health Services Fees
  5. Living out Allowance at rates specified by the Ministry/Department of Multi Ethnic Affairs from time to time.

NOTE: Student will bear all other costs including accommodation.

Bond (Post-award Requirement)

Student are required to sign an undertaking to serve in the country for the number of years they spend on scholarship studies or pay equivalent cost of scholarship in lieu. The following should be carefully noted:

  • Bond documents (2 sets) must be completed by students and guaranteed by two persons residing in Fiji and who should be in a position to repay the sum of money involved should students fail to comply with the terms of this award.
  • It is important that the guarantors of the bond fully understand their responsibilities and obligations under the agreement.
  • A third person must witness the signatures i.e. students and students’ guarantors should NOT witness each other’s signatures.
  • The duly completed bond forms should be delivered to the Ministry/Department of Multi Ethnic Affairs at ...................... within 14 days of acceptance of offer, failing which, the award may be withdrawn.

Bank Form

All students awarded Scholarship will be required to fill in a Bank form in which they are supposed to give their account details in which their Living out Allowances will be deposited.
