DEVELOPMENT

The Self-help scheme is modeled after the Regional Development scheme, which was initiated in 1970 to promote and assist rural dwellers in the construction of basic amenities and other small projects.  The overall intent is to enhance and empower the community’s capacity to become self reliant, independent and resilient in order to better their situation and to better meet there needs.

From the perspective of the Ministry of Multi-Ethnic Affairs, the aim of the scheme is to improve the standard of living amongst the poor and disadvantaged families of Indians and Minority Communities.  This programme has evolved into the traditional partnership of the rural people with Government in their pursuit of economic well being vide assistance from Government on one-third, two third basis.

In view of the differences in demand from the various districts due to Geographical location and the diverse landscape, the project priorities are classified into three [3] main categories:

Environment/Health         

    • Water
    • Sanitation
    • Cemeteries

Socio/ Economic

    • Education
    • Religious/Cultural
    • Sporting
    • Community Hall

Infrastructure

    • Roads
    • Electricity
    • Bridges/Crossings

In view of the general state of under -development in some parts of the rural areas, it is imperative that the focus of the Self-Help programme be aimed at disadvantaged (Indian and Minority Communities), which still lack the needed services, that would address their basic needs.

DISTRICT ADVISORY COUNCIL

Multi-Ethnic Affairs operates with the support of seventeen District Advisory Councils.  The councilors play a vital role within their respective community in providing the link between the Ministry and the community.  This includes management support in facilitating services to the community in identifying self-help projects and verifying income levels of parent and guardians of scholarship applicants under the Multi-Ethnic Affairs Scholarship Scheme.

Each of the District Advisory Councils meets twice a year to discuss development issues affecting the Indian and Minority Communities.  District Advisory Meetings is an opportune forum whereby Councilors bring up issues from the communities which Government agencies including statutory bodies representatives give clarifications, answers and also inform the populace through the council, governments new initiatives, policies and prospective.
